WHAT IS STATE?
A community of people having following four features is called a state:

Territory
Capacity of interaction with other states and non-state entities
Sovereign(Government)

WHAT IS SOVEREIGN STATE?
The term sovereignty implies supreme authority; Whose acts cannot be challenged by any other entity in the country; normally it refers to a government. The government which is capable to maintain its existence and is not dependent on any other state for its existence; a state, which can defend itself against aggression of any other state.
In non-Islamic counties sovereignty is assumed to be in the hands of an elected government, but in Islam, government is just a temporary authority in the hands of rulers , who enjoy it to implement the laws revealed by Allah in Quran and interpreted through the Holly Sunnah. According to Islam, the real sovereignty belongs to Allah.

WHAT IS NON-SOVEREIGN STATE?:confused:
Those state, which cannot maintain there existence by themselves and are dependent on any other state for this purpose, they are NON-Sovereign states.
