You should go for Public Admin as it does not require any special educational background and and it does not require specific technical terminology as Mercantile law does. Further in Mercantile various acts can be confusing and intermixing, while there is nothing so in Public Admin. To cover the complete syllabus depends upon how much time you give it daily, but you can cover it in a month or so, its not that typical in my opinion.

in mercantile law u have to go through case studies, which may cause confusion nd authenicity of answer remains undetermind, however its not so in public add

50 hours needed for mercantile law
very easy and very scoring
no case studies since 2008
2012 paper first 4 Q's were from only contract portion
in public admin you can score maximum 70+ but in merantile law one can even score 80+
avg score of mercantile law is better than public admin

mussaa got 78 in 2009
refrance http://www.cssforum.com.pk/css-optio...ntile-law.html
sarfraz shami got 62 in 2011

jav ria got 65 in 2010

red hawk 37 ctp got 84 in 2008

Raz got 72 in 2009
http://www.cssforum.com.pk/css-dates...didates-3.html
these are only few examples, although there are people with bad marks but one can get in 80's even if he really do hardwork,it depends on your effort, mercantile law is good if you have read business law at any of your educational career, i have read in b.com part 2, but i was blank before b.com regarding mercantile law,and if i can read first time without background in b.com then anyone can read for the css, remeber business law/mercantile law is not a commerce subject so i had no edge regarding it while reading in b.com.you can opt it, its very easy, scoring and less time required for its preparation.
stay blessed

scores you reffered are 2008 not 2010 and 2011
i don't disagree that there might be few only few means 2% hardly who got above 75% in m.law in 2011 .
but the amount of your mind you are going to spend on that wyh don't you opt any scoring subject . ask me any subject i will give you top scores from past years because there is always few people who get good marks in every subject but their number is few whch means every subject is scoring and no subject is less scoring ? agree or disagree ?

almost all other subjects are sometimes scoring and sometimes low scoring but m.law has never been low scoring, you never know which subject is going to be scoring this year,it was very high scoring in 2008,09 and was scoring in 2010 and 2011,it was never low scoring, and chances are that it will be very scoring now after 2 years average scoring trend,so wait and see the result of 2012 and then decide, infact you cant predict for 2013 even if m.law is high or avg scoring in 2012... one can not predict trend of coming exam, public admin has been normal amd from many past years a low scoring subject
so one should not choose risky subjects like public admin,IR etc.
m.law always gives you avg scores and sometimes it gives you very high scores so it is better than public admin...
moreover it requires less time,it has less course and it is easy than public admin .... i hope you got my point now
