1. Relative measure within a society, being the state of having income and/or wealth so low as to be unable to maintain what is considered a minimum Standard of Living.

2. In absolute terms, having income and/or wealth too low to maintain life and health at a Subsistence level.

ADB:

In ADB's view, poverty is a deprivation of essential assets and opportunities to which every human is entitled. Everyone should have access to basic education and primary health services. Poor households have the right to sustain themselves by their labor and be reasonably rewarded, as well as having some protection from external shocks. Beyond income and basic services, individuals and societies are also poor¡ªand tend to remain so if they are not empowered to participate in making the decisions that shape their lives.

UN:

The definition combines absolute and relative features and is based on a budget of basic needs for a reference household. Two very broad concepts of poverty are being utilized today by statistical agencies and researchers throughout the world, responding to different concerns. One is the concept of absolute poverty, understood as the minimum set of resources a person needs to survive. The other is the concept of relative poverty, a measurement of the resources and living conditions of parts of the population in relation to others. Absolute poverty is a matter of acute deprivation, hunger, premature death and suffering.

and wat is the poverty line fixed in pakistan i-e wat is the daily income below which a person will b considered poor.
Per capita income defined as Gross National Product at market price in dollar term divided by the country¡¯s population, grew by an average rate of 13.9 percent per annum during the last four years ¨C rising from $579 in 2002-03 to $847 in 2005-06. Per capita income in dollar term registered an increase of 14.1 percent over last year ¨C rising from $ 742 to $ 847.

The latest estimate of inflation - adjusted poverty Iine is Rs.878.64 per adult equivalent per month ©¤ up from Rs.723.40 in 2001. Headcount ratio, i.e., percentage of population living below the poverty line has fallen from 34.46 percent in 2001 to 23.9 percent in 2004-05, a decline of 10.6 percentage points. In absolute numbers the count of poor persons has fallen from 49.23 million in 2001 to 36.45 million in 2004-05. The percentage of population living below the poverty line in rural areas has declined from 39.26 percent to 28.10 percent while those in urban areas, has declined from 22.69 percent 14.9 percent. In other words, rural poverty has declined by 11.16 percentage points and urban poverty is reduced by 7.79 percentage points. Consumption inequality increased marginally during the period. These findings are consistent with the developments on economic scene that have taken place in Pakistan since 2000-01. A strong growth in economy, rise in per capita income, a large inflow of remittances and massive spending on poverty-related and social sector programs were expected to reduce poverty in Pakistan.

I think this definition does not reflect the complete indicators of poverty. There should be a comprehensive definition. The meaning of poverty varies from individual to individual, area to area and social norms of the specified group.some say a poor is one who earns less than one doallar a day.But even it needs more clarification. The forum is open to discussion.

Well, there's no specific definition of poverty that I've come across. Yes, there're many depending upon the situation and rightly said by the poster above, it varies from individual to individual. Generally poverty is said to be a state whereby an individual cannot have what he wants due to an economic obstacle, i.e. one wants to have food but he doesn't have money to have such, he wants to educate his children and his financial resources are not letting him do so, etc.

One of the standard measures in Economics, The head & count ratio suggests that a person who earn income which cannot meet the daily intake of about 2350 calories per person are considered to fall below the poverty line.

Denial of opportunities to fulfill the essentials of a sustainable life and a state of being where one is hampered to be oneself….poverty should be taken in relative terms….because it is the environment surrounding us, with which we compare……. So it is more than malnourishment and under fed children……

Default Poverty

A situation in which a person or household lacks the resources necessary to be able to consume a certain minimum basket of goods. The basket consists either of food, clothing, housing and other essentials (moderate poverty) or of food alone (extreme poverty).

The most common method used to define poverty is income-based. A person is considered poor if his or her income level falls below some minimum level necessary to meet basic needs. This minimum level is usually called the “poverty line.

the state of having little or no money and few or no material possessions
