yup cardinal is an clasical school of thought presented theorey and its based on that utility is measurable phenominon an the ordinal approch gives the idea that utility cannot be measure it is ranked ordinaly like 1st 2nd 3rd etc in ordinal approach we have two theories i.e i.c cure approach and revealed prefrence approach

you two decide from where we should start i have no issue

OEDC APPROACH
WORLD BANK APPROACH
UNDPA APPROACH
