[B]“The principal characteristics of twenty first century in international relations is that there is no monopoly. World is not dominated by one ,two or even more states but it is effected by dozen of different actors”.[/B]

[B]“Another more important thing in international relations is that there are no permanent friends or enemies but are permanent interest. But each has to follow world rules or boundaries to achieve their national or international interest”.[/B]

It is very unfortunate that many states use “Non-State Actors” to achieve their national interests and targets. But is very possibility that these Non-State actors can become dangerous for the world and especially for the region. Because when these Non-State actors get power and authority , then they use their power for their dangerous ambitions. They even become dangerous for national interest of that state.

Pakistan and India have history of harsh relations of about seven decades and they fought four wars with each others. In this case both countries use Non-State actors for their national interest and then these non-state actors become hazardous for their own national interests. During “Anti Soviet Afghan War “ , in 1980s Pakistan had made many Islamist organizations for Jihad in Afghanistan . But after Afghan War these extremist organizations supported Jihad in Indian Occupied Kashmir.

World did not care for these Non State actors who are crossing their limits and exploiting peace in the world. But 9/11 international Organizations started operations against these organizations. In 2001 , some extremists attacked on Indian Parliament. But India started blaming on Pakistan and extremist Organizations “Lashkare Taiba and Lashkare Jhangvi “ who are fighting against Indian Army in Kashmir. India also blamed on Pakistan Intelligence Agency (ISI) for its support to these extremist organizations.
But on the other hand Pakistan condemned these attacks on Indian Parliament. Pakistan also banned these extremist organizations like Lashare Taiba, Lashkare Jhanhvi and harkatul Mujahidin. But these Organizations changed their names and started working for people welfares in rural area . People also appreciate their work and start supporting them.

In [B]2008[/B] , again terrorists attacked on [B]Mumbai[/B] and India started blaming on Pakistan that Pakistan supported attacks on Mumbai by [B]Hafiz Saeed[/B] through [B]Jamate Dawa[/B]. India also blamed Pakistani Intelligence agency ISI against its support for these attacks. But Pakistan again condemned these attacks. But this time attitude of Indian Media had changed and they started blaming Pakistan on International forums. India Diplomats also started blaming Pakistan . But India could not give evident against these attacks.

Pakistani media remained supporting Pakistan on its stance against these attacks. After these attacks , India was ready to attack on Pakistan . But international organizations stopped India from doing this blunder and starting Nuclear war in this region. At that time , Pakistan was engaged in its war against terrorist with its full power and then to disturb Pakistan was very dangerous for India and this region.

Pakistan for sake of Indian satisfaction started taking actions against Jamatu Dawa by putting [B]Hafiz Saeed[/B] under house arrest and detained [B]Zakiur Rehman Lakwi [/B] with other six members. But Anti-Terrorism Court in December 1,2014 gave bail to Lakhwi . But Lakwi was again detained under [B]“Maintenance of Public Order”.[/B] But on April 2015, Pakistani court released Lakhwi due to lack of evidents against him. Due to this Indian Media again started blaming Pakistan for its support to these extremist organizations.

Indian foreign Ministry spokesperson said,
“This (release) shows Pakistan’s double standard and perceptions against these extremist organizations.”

It is also understood by India that Judiciary in Pakistan is independent , because it released Lakhwi due to lack of evidence. It might take action against Lakhwi if they succeeded to provide evidence against them.

It is also evident that India is destabilizing Pakistan through its terrorist activities especially in [B]Balochistan[/B] by supporting separatist. [B]It is also admitted by US defense secretary Mr. Chuck Hagel that India is supporting separatist in Balochistan[/B]. He also admitted that India is using Afghanistan for destabilizing Pakistan and also supporting different terrorist activities to destabilize Pakistan . He also said that TTP is also supported by India .

Indian National Defense Advisor also said ,
“Taliban are their supporters and they can be used to destabilize Pakistan and we can break Pakistan any time we want”.

So, it shows that Non-State actors are playing their active role in this region and they can destabilize peace in South Asia. It is a time of need that South Asian countries should have to sit together against these extremists. Especially Pakistan and India should have to forget their harsh history and sit together against these non-state actors, because they are not friend of anyone.

South Asian countries should have to use their regional forums like [B] “SAARC”[/B] to solve their problems otherwise it may be dangerous for this region and for all over the world. Because in this region there are two neighbor enemies having Nuclear power. So, war between these two neighbor means Nuclear war which can change into world war and will be dangerous for all over the world.

as your broad topic concerned, if these questions satisfy your answer, then you wrote good answer.
first consider, what are non state members?
how they contribute both countries relations?
is there significant contribution to resolve the issue?
have you mentioned UN resolution over Kashmir?

The snakes are never gonna give Kashmir easily..had they been in favour of giving Kashmir to us they had done so after shimla accord...but they are descerning their so called concern about terrorism...the world knows we are worst victim of terrorism even non state actors of India RAW ..BUT still we are talking on Kashmir 1st..the only solution of Kashmir is India should declare it to the part of Pakistan which they won't ..the snakes want to solve even Kashmir issue on their own terms by declaring the regions of GB FATA AS DISPUTED TERRITORY.when they raised their concern about cpec passing through the Pakistan administered Kashmir...what's that mean ? Simple we are living in fool paradise that snakes would give the indian occupied Kashmir to Pakistan..bitter truth is that they were are and will not give it to Pakistan ever.UN IS A PUPPET .THERE IS MIGHT IS RIGHT GAME..ALL THE MUSLIM COUNTRIES SHOULD HAVE TO MAKE A JOINT FORCE THROUGH OIC TO FREE KASHMIR AND PALESTINE ..IF WE WERE READY TO EAT GRASS FOR BEING NUCLEAR.WHY CANT OUR LEADERS AND NATION SHOW SOLIDARTY TO KASHMIR BY MORALLY BYCOTTING INDIA ON ALL GROUND IF WE ARE UNABLE TO MAKE A JOINT FORCE MERELY THINKING ABOUT DEFENCE BUDGET MORE..THEN ATLEAST WE CAN MORALLY BYCOTT INDIA...AS HOLY PROPHET PBUH SAID "HATE EVIL IN HEART IF U CANT STOP IT BY FORCE AND TONGUE"

Whatever i type in small letters cant be read easily thats why i type them in capital letters..whats wrong then ?.there is no offence or slang its illogical...u can ban me if u can as many of your brothers and sisters deleted my many posts already.what else can u all do then !!!..?

Adamant, for me, personally, it is much easier to read your posts when you don't use all-caps. And I think most people are accustomed to read small letters much more than they are to read capitals--because that's how most books/texts are in the world. If you think small letters are hard to be read, why not make them bold or underline them?

I am not trying to interrupt the argument here. Just adding my two cents.
