Yeah you are right. But the thing is you are following "Critical Analysis" definition from the internet that is specifically a literary definition. In IR, critical analysis is also evaluation of an event on a state (Pakistan), system (nation-state, economy, world security, culture, society or any other IR theories i.e realism, democracy etc) or an international body sometimes (UN, ASEAN etc).
Part 3 of the answer is what contains your critical analysis. If you look into past papers of IR, you will find that "What are the effects of this ...." hidden somewhere in the question. That's where the examiner seeks your opinion.
