National interest is the focal point of the foreign policy and all countries formulate their foreign policies to serve their national interest. In few countries foreign policy changes with the change in the government while in other countries the change in the government does not matter. You Should read Dr.Safdar Mahmood's book for a detailed view.

Find out the modes in which foreign policy is implemented. These are military, trade, international diplomacy, etc. Then look at the state's behaviour toward each individual country with respect to these areas of activity.
