I.R is a vast subject and thats why a single book of a foreign author is found wanting that encompasses all the syllabus of I.R.

Can any share the names of 2 good books by foreign authors that greatly help in I.R preparation???

principles and problems of International politics & IR by Abdul Majeed Memon
is good local writer book for CSS

Moreover VU university lecture of IR and Handout are also helpful
