This is a good overview explaining how each of Pakistan's 154 districts are further divided into rural and urban districts and then their respective tiers. The last page of this pdf also has a table showing the duties that have been delegated to each tier of government. I hope this helps.

The Islamic Republic of Pakistan is a Federal republic with a strong local government system. Whereas, there are three tiers of the government; national, provincial, and local. However, multiple experiments have been done with the local government of the country since its inception. Local government can be defined as, “Local assemblies of citizens constitute the strength of nations. Town meetings are to liberty what primary schools are to science, they bring it within the people’s reach, and they teach men how to use and how to enjoy it. A nation may establish a system of free government but without the spirit of municipal institutions it cannot have the spirit of liberty”. Here it is important to discuss the true meaning of the local government; local government refers to the operations of corporations, municipalities. District boards and the bodies which are interested with the execution of functions relating to the residents of a given area or locality:
Structure of Government:
 Country
 Province
 Divisions
 Districts
 Tehsil
 Union Councils
The local Government of a country must be strong, active, and responsible. There is no denying the fact that where the local government is strengthening the country can progress socially, economically, educationally, and politically. Annuls of Pakistan’s political history shows that the system of local government changes with the passage of time. At present, the local government system is that; the UC’s are answerable to the tehsil's, tehsil’s are answerable to the districts and all districts are bound to cooperate and answer the divisions. In the same fashion, divisions are answerable to the provinces.
