Individual owned private property and there was no right of other on one's individual property. One day, a goat of one person entered into fields of other person and ate some grass or fruits. Owner were informed and he came out with naked sword and want to kill goat and owner of goat. From this incident,fighting was started. Fighting was started because of private property. Thousand of tribal man were died, killed, injured and buried in this fighting. People recognized that there was great loss of life and property and we had to solve this problem. So they all were consented to create a body through which they would solved their problems and this body was recognized as government and state came into being through consent of people to created state because people pledge to government for solution of their problems.
