A confusion
 
Dear Political science fraternity!.I need to ask what is the difference between Federal Minister (wifaqi wazeer) and minister of state(wzeer-e-mumlikat)? responsibilities differ, span of control differ? please explain completely. Thanking in anticipation.

If U take my view,
A Federal Minister exercises Functions and Responsibities of a Particular one or more ministries of Federating Units e.g States or provinces.
While A State Minister may Exercise the same Functions and responsibilties of a Federal minister( In Case there is no federal Minister) or may assiss Federal Minister in discharge of His duties.( In case where there is a Federal Minister).

Minister of State (wazeer-e-mumlikat) is a junior minister, who is assigned to assist a specific Cabinet Minister or Federal Minister i.e. wafaqi wazeer. Minister of State can also have independent charge of a ministry but usually it doesn't happen.

For example, when Ijaz-ul-Haq was the Federal Minister for Religious Affairs in the previous government, Amir Liaquat Hussain was the Minister of State for the same ministry.

Thanks to both brothers but Ali, do you have any source about junior-senior thing mentioned in our constitution or somewhere else? Your explanation is understandable but still i want it the way I can quote in my arguments with somebody. Thanks
