Default Town planning v/s public administration-Civil Engineer

Dear Seniors,
I have civil engineering background and i am very confused between TPUM and Public adm. TPUM is a new subject and no one knows it's scoring trend while public administration is widely tested and scoring. On the other hand, TPUM has much less syllabus than Public administration. Kindly guide.
