If someone has done BBA or MBA, then Business Administration is the better choice.

Public ad.

I think Business ad is much wider as a subject as compared to Public ad which is fairly manageable, I would advice to go 4 Public ad.

I have done BBA too currently doing MBA.. Business administration in css is like revising whole BBA nd MBA syllabus just for 100 marks.. Its very lengthy.

I endorse Sanam 's words. I have done MBA but its too lengthy covers management, marketing, IMC, and financial management.So its better to go for P.A which is decent in length and easy to grasp the concept.

In CSS I dont know which one is best as I didnt opt either of them in my CSS attempt but in PMS Public admin is better as it's scoring. I got 98/200 in Business admin and it had become the reason of my not getting an allocation. The average score In Business admin also remain between 110-115. But in Public admin the average score was near about 130. Most of the students even scored above 140 and it was rare in Business admin. I also did MBA from HCBF. But the matter is that the syllabus consists Management, Marketing, Financial Management and American Accounting (good for CA students and for B.Comers). If one is certain about one's prepartion for all these subjects only then he should opt business admin otherwise the other theoratical subject would be a better option. This is the case in PMS, In CSS I am not sure if the situation is same or not.
