Is the bureaucracy chapter in sultan khan book is relevant to chapter 8 of new sylabus i.e The Civil Service Of PAkistan ??are they both the same topic or different?

Which is the latest edition of Dr Sultam's book? I have 8th edition published in 2006.

I bought the book recently, its the 2016 edition according to new fpsc syllabus of public ad. In the updated book the author has merged both the books public ad and personnel ad in one book

It is 2015 edition and it is the latest edition available in the book shops. The book, you have, might not be 2016 edition.
