Why is democracy and bureaucracy considered to be a longstanding issue in Public Administration?

A central feature of bureaucracy is heirarchy and centralization. With democracy there is a trend towards decentralization. So basically bureaucracy vs democracy is really centralization vs decentralization. All p.ad books have an in depth discussion of this topic.
