What should be the suitable answer?
Q: the bureaucracy in many developed countries has played a considerable part as a change agent in modernizing and development. Why bureaucracy is lacking in this respect in Pakistan?

1 Introduction
Bureaucracy a max Weber model is implemented in true spirit and soul in western countries or developed countries. Because the developed countries follow bureaucratic model in true spirit. There they have devised a environment of research on bureaucracy. they have updated the writ and procedures. however, unfortunately, the picture here in Pakistan is blur. Pakistan as being a under developed country is in a quagmire since its inception. It is facing many evils such as corruption, nepotism, embezzlement, and many other. It requires a herculean effort to revamp the whole structure and follow the updated writs and procedures.
The constitution of Pakistan is another flow of public administrators. it contains 25 amendments and the race is still going on. the borrowed constitution of Britishers cannot fulfill today's requirement.

You are supposed to developed countries have their bureaucracies working in a way that is leading to better governance

The NPM carries the same approach as defined in bureaucratic model of Weber. But is more business like. The west has approached new techniques, researched administration and governance. However, in Pakistan there is old school of thought which is being administered. just take an example of Police order which is being followed since long. another example of constitution of Pakistan which is legacy of Indian act 1935. I think you are more clearer now.
