Arrow Planning Process In Public Administration

Different thinkers in the realm of Public Administration has divided the process of planning into different steps; usually most of them overlap being concise or elaborative in nature. Break down of planning processes from some major thinkers are given below:

John D. Millet (3 steps):
1 Set goals
2 Assess Resources
3 Prepare Programme

Seckler Hudson (6 steps):
1. Define Problem
2. Explore info
3. Possible solutions
4. Pilot
5. Evaluate
6. Reconsideration (Revise or implement on full scale)

Harold F. Gortner (8 steps):

1 Identify Need for proble,
2 Set Objectives: Clear and Concise,
3 Forecast Future: Identifying Factors affecting, obstructions, possible changes
4 Setting Priorities: limited resources,
5 Develop Action Plans: Steps, PERT, CPM
6 Implement:
7 Evaluate: Identify flaws, Loopholes, Gauge success,
8 Revise the Plan: New ideas, respond to changes, Avoid prior mistakes,
