As far as my knowledge of the subject goes, the Vienna settlement refers to the Vienna Congress of 1815. The Congress was held to settle the aftermaths of Napoleonic Wars. There’s a whole chapter dedicated to it in Sheikh Qayyum’s Book, Chapter # 17 to be more specific.
Gladstone’s policy of “killing home rule by kindness” actually refers to his Irish policy during early 1880s (second time PMship). Through this policy he attempted to halt the Irish efforts of “home rule” by social amelioration. It was committed to deal with land ownership, local government and social reforms. You can find more information about the topic by specifying your search query on the internet, as even I couldn’t manage to extract good information from the mentioned books when I prepared for the subject.

Well I have just appeared this year and waiting for the result, but my preparation for the paper was quite thorough. As far as paper 2 goes they have altered the pattern a little bit this year, including a current affair sort of question, with respect to Britain's involvement in the global politics. I wont be able to suggest you any specific topics as I am not in touch with the subject these days, in this regard seniors will be of great help. For the time being you can check out the papers of last 10 years and mark the most repeated questions for preparation.
Good luck.
