Default Administration of Sindh

Administration of Sindh


1-Introduction:

Mohammad Bin Qasim was not only a great conqueror and warrior, but a great administrator as well, The administration system introduced by him is described as below:


2-Toleration of the subject:

i) Toleration was shown by the Arab Governors of sindh to their subject irrespective of caste and creed.

ii) The Brahmins were submitted to conqueror and they were permitted to rebuilt their temple and perform their rights precribed by their religion.

iii)Hajjaj Bin Yusuf sent a farman to mohammad bin qasim, instructing him to grant the rights to the sindhi people and telling them to pay taxes to the Muslim administrator.


3- Local self government:

i) The Arab governors were great politicians and statesmen.

ii) The system of the administration in Sindh was given in the hands of the natives.


4-Hindus appointed in the high offices of the state:

i) The people who occupied the valuable posts in the time of Dahir.

ii) Mohammad bin Qasim posted them at the high offices and placed them into important affairs.


5-Sources of Revenue:

i) (Chach Nama) mentions that these were the main source of land revenue, custom, transit duties, khums (1/5 of the booty), Jazya and baj or tribute from the dependencies.

ii)The revenue was either paid or kind.

iii) The Jazya was collected from the non- Muslims and Muslims had to pay zakat.


6-People without restriction recruited in the army:

i) The military system of the Arabs introduced into sindh. first it was restricted to the recruitment of muslims only.

ii) Steps were also taken to improve agriculture and trade, Artisans and merchants were free from molestation.


7-Law and justice administration without favor:

i) The Qazis, who were well-versed in islamic law , jurisprudence, Political and public offence, were appointed. The law made no distinction between Muslims and non-Muslims.

ii) Some Hindus cases were also dealt according to Hindu law by the Panchayats.
