Gender studies can be prepared in 2 days provided that you have collected notes for all topics and its scoring trend last years was good. I think public ad has more expansive syllabus and is less scoring as well. So, I think you should go with gender studies.

I want to make correction regarding my earlier post that gender studies can be prepared in 2 days. It can be revised in 2 days not prepared from scratch in2 days. You need to have understanding of all the important concepts for you to be able to revise it in 2 days. So, if you are preparing it for the first time, it will take you more days but second time you can revise it in 2 days.

Public administration is very easy and general subject. Preparation time 10-15 days (Students who have background of MPA, MBA, M.Com, BBA and equivalent similar degrees can prepare it in 5-10 days). Can be easily prepared at home and no need of teacher and guidance. About scoring trend, it was very high scoring until 2015 but significant change was observed in 2016 result. Syllabus was changed and there was no good book available in the market. So, scores were very less. In my opinion 2017 result will again show pretty much same scoring trend but with a little improvement as until exams there was no good book available. From 2018 onward it can become scoring subject since Dr. Sultan Khan's new book is available in the market according to new syllabus. His 2017 new edition is well written. I is a general subject not a science subject and can become scoring with well preparation. Single book is enough to prepare. Can be revised in maximum two days. If one has outlines. Few hours are enough.

About gender studies: Scoring trend was a little better than P.A but not that good. It is medium scoring subject. Many students are suggesting that it is very general subject but in reality it is not that general. It is easy but a very technical subject. One needs to get familiar with terminology first and after that one can make concepts. As per last two past papers, focus of examiner was more on women and particularly on women in Pakistan. Book of Caravan publishers is the best local book available till date. Along with that you need to study human rights report by UN on Pakistan. You are also required to study online specially some useful articles, reports etc. If want to go for foreign books. I have few but at least 4,5 are needed to be consulted. In short, it will consume a lot of time to gather data and study it. Revision time can be 2-3 days.

I am telling by my honest personal experience since both were my optional subjects in previous examination. Others may not agree with my statement.

They're both great subjects. Scored over 70% in each. Should take about 10-15 days per subject. Now it all depends on what subject you enjoy more.
