For an essay of only 25 numbers I don't think outline is needed as we at least I never gave outline anywhere before the paper of essay in CSS but if one wants to give outline then give it, whats the issue. But its not required.

1)In English essay Paper,there is clearly mentioned "GIVE AN OUTLINE" so you give.In Urdu Essay there isn't mentioned.

2)You should write If you want to write,I didn't stop you.

3)PMS officers are not Professors of Urdu,trust me.
Moreover you should consult them,it is your choice

4)I have been told by my learned Sir in F.sc that one must not write an outline.And mine score in Urdu was 162/200 .Not bad

Don't put headings as it not under-matriculation exam. 2ndly outline is not required yet there is no compulsion on not to write if you want to write you can go for it. But usually it more often suits with English Essay as its of 100 marks and you have to impress by every corner the giant Examiner....
