If you translate a quotation then that will be no more a quotation. I suggest: Write quotation in English and give meaning/translation/explanation in Urdu in braces. I noted this point that in Urdu articles in newspaper, columnist wrote quotation in original language of quotation (English/Persion/Arabic etc.) and then meaning or explanation in the braces.

Quotation will be fine in English. But it doesn't look good in Urdu paper. Try to write Urdu quotations and poetry verses. Urdu has a treasure of quotations related to all topics. You can easily use these in any kind of topic.

I have no info about any particular website. You can get urdu quotations from newspapers, books etc. A good Urdu grammer also has good quotations. Quotations include poetry, famous sayings, muhaavaraat etc. main b isi trah yaad kr rha hn. There are very few websites of Urdu quotations. In urdu i would say...
Books like "mazameen-e-patras" by patras bukhari and "Nairang-e Khiyaal" by hussain Azad are the good books that can help you invoke your writing and language skills.
