Default Philosophy or Public Administration

Dear Seniors,
I have only two days to make a decision after which online form submission for PMS will be closed.
In a bid to choose a common collection of optional subjects for upcoming PMS and CSS exams I am ascertained on the following: Political Science, Constitutional Law, Pashto, and US History.
Now I am vacillating between Philosophy and Public Administration. I have an interest in Philosophy but I fear its length and hence much time consumption. Plzzz guide me about Public Ad; how many days it will take to prepare (I being an engineer); And how much difficult it is as compared to philosophy?
