Town planning is a new subject and engineering related but IL is better than TP and it is easy to cover whole syllabus and one thing to keep in mind you make your paper scoring not trend if you have done some extraordinary than you will get the fruit other wise will suffer.

It really depends on what your background is. Those who have done civil engineering are more suited for Town Planning whereas International Law is a subject which doesn't mandate a law background (though it is advantageous if you do). Also since you've opted for International Relations, it would be more advisable to take IL as you will have reinforcement of concepts.
