I am not a law student...and this is a very controversial topic in international law. But i will try to answer you according to my knowledge. Any corrections are welcome.
In international law, there are two statuses for infighting groups. Rebels and insurgents. Insurgents have a nationality. Therefore international law does not apply on them. No other state should intervene. They are answerable to the state under state law.
Rebels have no nationality. Therefore they are out of state law. International law governs their belligerence. Other states can help the state to fight them. But if other states assist rebels, the conflict now become s international conflict. The states then become belligerents.
Differentiation between rebels and insurgents is very confusing and i have found different opinions in differenr places. So i would say someone else explains it.
