The revised syllabus does not include the topic of extradition and asylum. Are these topics important and included ?

Better to cover them to be on the safe side. Asylum did come in CE-16, so you can always expect these in the exam.

These are important topics even Academies(Kips) serve one lecture for them.

any one have notes which cover criminal procedure section and pakistan penal code kindly share as soon as possible .
