Question related to Recognition
 
Although I have finished reading the topic of Recognition by Agarwal's book, I fail to understand the following question (picked from the past papers):


“Non-recognition of a government can be amounted to denying the recognition of the state itself as it is the governments that do international businesses on behalf of the states.” Argue in affirmative this statement with particular reference to the Constitutive Theory of Recognition.


Can someone please elaborate on it? What do they mean by "argue in affirmative"? They want me to support the statement in light of constitutive theory? Can someone please explain the question with answer? Thanks
