Charge is only framed in criminal cases. In civil cases issues are framed in order to ascertain the actual points in dispute

Charge Civil Vs Criminal
Charge is specific formulation of accusation made against accused. Charge is first step in a criminal trial/prosecution. Prosecution brings charges, court frames it, if accused pleads guilty, sentence follows, if doesn't plead guilty, trial commences. Criminal trial always end with either of the two results, Guilty/Convicted, Not guilty/Acquitted.
While in civil cases, issues are framed, i.e. what is the nature of claim, what relief is being asked for, whether plaintiff's suit is maintainable etc.... A civil trial/suit culminates in 1) Liable/Entitled 2) Not liable/Not entitled.
