Brother first of all you hail from a city in which you may not find a (good) teacher for major subjects like English Essay and Composition, what to ask of a teacher of Philosophy which is one of least opted subjects of CSS!

Dear Philosophy is such a subject that does not need any teacher but only if you have interest in that subject, if you don't have interst in it then a best teacher won't be able to make you feel at home in Philosophy. I suggest you to look for a simple yet scoring subject that can be easily prepared such as Arabic, Geography, Psychology etc.....

I can tell you few good books of Philosophy, if you can study them then opt it.

For Paper I: Logic

Introduction to Logic by Irving Copi
A concise Introduction to Logic by Patrick Hurley

For Paper II: Philosophical Theories

History of Western Philosophy by Bertrand Russel
A Short History of Modern Philosophy by Roger Scrutton
History of Muslim Philosophy by M.M Sharif

Bilal I have seen you suggesting books for philosophy here. Was it your optional in your first attempt? If yes, how much did you score? I need a suggestion from you. Will these books cover the syllabus as designed by the fpsc? While going through the same, it dawned upon me that the syllabus ain't lengthy...but you suggest five books for the prep. Are all of these books important? Or not buying any one wouldn't hurt much?

Madiha In CSS it has not been my subject, as you know my first attempt was just a premature one with 32 days prep, i had not selected my optional subjecrs meticulously. I had Philosophy in my PMS exam and i had scored 130, keeping in mind that in PMS syllabus there is no Logic, it contains only Western Philosophers in Paper I and Muslims in Paper II.....Logic is triumph card in CSS, its MCQs are not like who was born when and where, its MCQs are very obejective and if you have command on LOgic then you can score 20/20 and its subjective portion can give you as much as 75 marks.....Beside that i have a long background in Philosophy as pleasure reading....

For paper I you can rely only on Copi's book, it covers just everything.
For paper II you will get 70% paper covered by Russel's book and if you can do that 70% in a comprehensive way then no need to prepare remaining 30% of Western Philosophy....for Muslim Philosophy you obviously need separate book as subject matter of Russel's book is different...so these three books, Copi for Logic, Russel for Western Philosophy and Sharif's for Muslim are enough....
The remaining 30% of Western Philosophy would be covered by Roger Scrutton's book and you can keep it as a suppliment to Russel's...I have that in soft form, no need to buy it...beside that for paper II i have made my Power Point notes, they are pretty handy too...
