yeah i believe it can b attempted in urdu. but preferably it shud be attempted in ENGLISH.
however i know sum firndz ov mine who have qattempted the paper in urdu and have cleared as well.
there is no instruction given on the question paper about the language in which the paper is to b attempted.
so generally it is deduced that it must b attempted in english.

hope i have been ov some help.

Only translation is allowed to be attempted in Urdu; short answers and short essay in Arabic. The rest of the subjective portion is to be attempted in English.

Default Arabic paper can be answered in Urdu/English

PROCEDURE OF COMPETITIVE EXAMINATION (CSS), 2009

(iv) The Question Papers in Urdu or other Pakistani regional languages (Punjabi, Sindhi, Pushto and Balochi), Persian and Arabic should be answered in the respective languages or in Urdu/English unless otherwise directed in the question paper. The question paper in Islamiat is to be answered in English or Urdu only. All other papers must be answered in English unless otherwise directed in the Question Paper. Contravention of this instruction will result in the cancellation of the papers and award of ZERO marks in the paper(s) concerned.
