The simple answer is you can attempt paper in the language of your choice , be that English or Urdu.

Let me explain question by question.
Paper A
Q. 1. MCQs
Q. 2. Short Questions. ( In Arabic)
Q 3-5. These three can be attempted in English or Urdu. Depends on your choice.

Paper. B.
Q. 1. MCQs
Q. 2. Short Questions ( In Arabic )
Q. 2. B. Short Essay ( in Arabic ).
Q. 3. Translation w.r.t context. In Urdu or English.
Q. 4. Translation plus meanings of underlined words. In Urdu or English. Q. 3 & 4 are mostly done in Urdu.
Q. 5. A Question about some personality. In English or Urdu.


Note. If you choose to do paper in English you have to do all question in English where there is choice of doing in English or Urdu. But translation Question one still can do in Urdu.
And if one chooses to attempt paper in Urdu then all questions in Urdu where there is choice of doing in English or Urdu.

Only poetry should be attempted in urdu or english.And remaining all questions should be attempted in english other than compulsory questions of Arabic.
Reason:
See the last paper of FPSC. FPSC gives option of Urdu/English with only poetry portion. So be on safer side attempt only poetry portion in Urdu If u want to attempt in Urdu.
