Brother I faced the same issue a month ago but now i am able to write good Pashto and my reading ability has gone from good to excellent.
Here's what i did:
First I watched the YouTube videos on Pashto alphabets - how to pronounce them and how to write them. Then I wrote all of them on a paper and tried to pronounce them without any help. Then I wrote their pronunciation in English, for example Alif, Bey, Pey, Tey etc. The next thing I did was I started reading the pashto book 'Pohana' and my comprehension of the text started to increase within a couple of days. After that I started to write what I read in my own words. I made many mistakes in the beginning in writing certain words but with enough practice for about 2 days I was able to write mistake-free Pashto.
Believe me it's not that difficult as it seems. 1 week of effort will solve your problem.

I forgot to mention one important step:
Learn how to write an alphabet when it comes at the start of a word, then learn how to write it at the middle, and then how to write it when it comes at the end of a word.

I have studied Pushto upto primary level. Now I have opted it for PMS but looking into my writing speed, I am thinking to replace it with Pub AD

I've opted both of them - Pashto and Public Administration.
I think if you analyze Pashto paper all you have to do is to write answers to 2 long questions of 20 marks each, other than that you have 40 marks for translations, and 20 marks for MCQs. Obviously it would consume a lot of time if you go for 3 long questions or 4 long questions and in that case writing speed do matter.

Faisal aman pushto is an easy subject if its your mother tongue or you can read it a little bit. first learn how to pronounce and write the alphabets of pushto most of which resembles urdu alphabets except few which are known as the 'particulars of pashto' e.g kheen, zeem etc (for this follow only one vedio on youtube) . Then start reading "pohana" during reading process if you find any word that is written differently try to write it once, twice or thrice unless you learn that specific word. in this way cover the whole subject except the poetry section. in the last prepare the poetry section and now this is the important step. when you are learning poetry try to write the whole verse on rough paper...do the same with all.so due to this technique you will not only learn how to write pashto but also it will act as your practice session. rember that we all have studies our masters in english solely so to write any material in urdu or language other than english will require practice otherwise you may forget even to write the word "zulm" in urdu. you can ask any senior they will recommend "practice writting" for pashto n islamyt(urdu). This was my strategy for CE-2018.

The proverbs in paper are not taken from Pohana if we see past papers of CSS2016 onwards and PMS. Where can we find all these proverbs and their translation which come in the paper as Pohana doesn't have these?
