Norms are behavioural code of ethics, it is pertaining to the moral and social values,on the other hand, rules are regarding laws, whose breech an result into legal punishment.

In a particular time a norm may be a law e.g u cannot claim for any one else's property... so this is backed by law and social norm as well.... and it is also possible that a norm is only a norm but it is not backed by law e.g telling truth is a norm but u cannot put a lier put behind the bars... Repeated acts become part of behaviour and this behaviour becomes code of conduct is called norms, while law is rules and regulations which are backed by constitution of country and punishments are associated with violation of this law..
