|
PRODUCE INDEX UNIT mean the measure in terms of which the comparative productivity of an acre of land of a particular kind in particular assessment circle or area is computed and expressed for the purposes of the scheme relating to the resettlement of displaced persons on land and in respect of the assessment circles and area where no such units exist such measures… [….as may be determined by the commission].

(xx) Produce Index Unit is:
(a) Per acre total production in a year
(b) Per acre production of one crop in one acre
(c) Aggregate average production per acre
(d) None of these
Going by this definition, we can say b is the correct option. Is it right?

.....the Produce Index Units (PIUs) [which] is a measure of farm productivity. A tax on PIUs is, therefore, a tax on land measured not in terms of acres but in units of its quality.....
Refrence:
REVENUE ESTIMATES FROM LAND TAXATION IN PAKISTAN
Page 05, 3rd Paragraph
"A produce index unit reflects the “productive capacity” of land and is estimated as a measure of the gross value of produce on each unit of land by soil type. Any two acres of land located separately are assigned the same PIU if they are capable of producing about the same value of gross produce in a year. The PIUs were first established to compensate Muslim refuges for the land they had left in India after its partition in 1947. The PIUs in Pakistan were based on the revenue settlement conducted before 1947. The average PIUs per hectare is still the same in Punjab (156), Sindh (64) and NWFP (69)."

See footnote on Page 464
Hence to me option no. " b" is correct.

dear for me , option 'c' is the right answer. because in produce index unit we are not concern with the any particular crop. one assign the units on the basis of average production per acre.

And how can fertility of different soils with different crops can be compared with each other if we ignore the crop-factor? Even if we talks in terms of gross earning then type of crop should be considered.

dear don't think about crop factor. actually PIU are fixed almost after some specific period of time. In PIU , we are only concern about the productivity of soil. suppose if we take a particular crop, then there might b rain which can increase the production of crop in case of many crops like rice, sugercane etc. in PIU , ENVIORNMENTAL, WATER AVAILABILITY, THE QUALITY OF SOIL AND SO MANY FACTORS ARE BEING TAKEN INTO ACCOUNT. SO IT IS THE AVERAGE AGGREGATE PRODUCTION. DO YOU NEED SOME MORE DETAIL, I CAN PROVIDE IT. IT IS MY OPTION AND I THINK IT IS THE RIGHT ONE ALSO.
