There are two forms of culture in human societies- ideological and external culture. Both forms are transferred from generation to generation in a society. The external form of culture is a manifestation of its ideological form. Culture and societal structure of a society are interlinked. To resolve cultural problems, social problems must be addressed first. Cultural problems are mostly a result of lack of progressive developments in a society, this could be due to control of imperialist powers over a country. The least developed parts of the world under Colonial dominance , had either feudal or tribal societal setup. The subjugation of these societies froze their cultural development. There was no intermingling of common folk culture and feudal culture of the society. There were wars between the rivals in tribal and feudal societies. Division and fragmentation within these societies is the legacy of colonial rule.
