A complete change in the policy of paper setters to make the papers more analytical. Crammers will no more get any advantage in getting good marks in css.

I would rank it a difficult one as it was not as usual. A little change in pattern make the paper difficult to attempt

Yes you are right. 20th session was held in 1906 at Dhaka. First session was held at Aligarh in 1886.
