Shah Jahan was at Agra. Deccan remained an independent state as far as I know and I have personally not found any link between Shah Jahan and Deccan .

Zill-e-Ilahi introduced by Balban. that was the basis of his Theory of Kingship. This entitled the King to be sovereign next to God, and his verdict and command was God's command.
and above all the question has the answer: it asks about Sultan- Akbar was not a Sultan, he was an Emperor
