Zill-e-Ilahi introduced by Balban. that was the basis of his Theory of Kingship. This entitled the King to be sovereign next to God, and his verdict and command was God's command.
and above all the question has the answer: it asks about Sultan- Akbar was not a Sultan, he was an Emperor
