Piaget theory, erikson theory, vygotskey theory were simple straight forward questions. Personaality was a bit technical question but still aspirants could done half of it about personality testing techniques and personality research methods.
It was an easy paper for those who studied from one authentic book atleast and didn't depend only on cram series or acadmy notes.

Paper II was surely meant for psychologists. It required in-depth knowledge of the subject and for already exhausted aspirants,it was nearly impossible to digest such heavy questions.

Firstly, the question does not asks for the exposition of the theory itself. It asks to link the zone of proximal development to the basic notion of the theory.

Secondly, university level courses pertaining to social psychology do include Vygotsky's socio cultural approach. This question was halwa for those aspirants who had previously studied social psychology at university level. I only studied handful of psychology courses at university and even I could recall it easily.

Thirdly, just because one does not possess enough knowledge on a particular theory does not imply that the theory is 'unknown'. Google the title and search scholarly articles on the theory and you will understand what I mean.
