at political level
1nacta had been been made more effective after recent attack on bacha khan university to monitor terrorist threats by gathering analysing and then coordinating with police and paramilitary forces all the intelligence based info with government to make immediate quick and decisive action
But still flaws are present in working of Nacta as recent objection raised by army on goverence performance by ISPR.as police force who work in collaboration with nacta is politicized.for example in Karachi
2 seminaries faced restrictions.members of different seminaries are arrested and some were detained.
This issue can be deal by having complete record of every seminary in each city and then a special cell is required to be made to control maintain the working of seminaries.according to" hive" the NGO..there are 3.5 million children in about 35000 seminaries.but auqaf authorizes mentioned record of about 23000 children.at the same time government need proper scholars to be introduced and molvis should be trained by giving former the employment and later the sense
3 Karachi operation gained commendable successes by flushing out all terrorist networks thereby giving a warning shot across the bow to the accomplices to comport in acceptable manner by setting examples of Dr asim and senior MQM leaders detentions.but yet created issues to limit powers of rangers.
What is required now to develop consensus regarding the future foray of rangers in Karachi by taking every political party on board
4 according Nap no terrorist organization which is banned is allowed to work under different name and the airing of speech of any such organization is banned. But JuD is doing reverse
5 the cross border terrorism lay question mark regarding operation Zarb e Azb as current attacks on university claimed by mullah fazalluah in Afghanistan having his sympathizers in Pakistan having NADRA issued Pakistan identity illegaly can make situation worst
AT MILITARY LEVEL
Pakistan has right of hot pursuit to hunt mullah in Afghanistan either through covert operation or through pak made drone strike as it is an international law.
Further institutions like NADRA needed to be dealt with strictly who are issuing illegally the citizenship to Afghanis Indians and iranis.also Afghanistan needed to be taken on board to perform such operation as General Raheel Sharif already told Afghanistan for hot pursuit.
6 issue of Idps hadnot been solved properly.because of negligence of local government bureaucracy. Hence there is no proper platform for them where they can address their greviences.here it will fuel terrorism beside economic depravity.for example idps in Kpk protesting angrily against imran khan for not making adequate resources for them to go back
7 military courts absence will be a challenge for civilian courts because of nepotism .failed prosection system delayed justice system
possibility of progress between pak india under comprehensive dialogue

possibility of progress under C.D
at political level-the constraints
starting from uffa summit and meetings of foreign ministers in HOA conference and then Modi surprised visit to pakistan while taking into account the incidents like gurdas pur .pathankot in india and attacks on pakistan airbases budabir as well as on bacha khan university .where intelligence claimed by pakistan of indian involvement that confirmed modi poker diplomacy and parrikar s abhorrent remarks about pak and incidents alike will not though create a stalemate though but made progress in talks less effective
even though pakistan provide complete political support along with intelligence one but this is back to square one situation.
Reasons -the constraints
1 earlier pakistan has clear cut policy regarding kashmir which had been vigorously addressed in UN by sharif
2this policy is threatened by non state actors on both sides who are playing double game
3 these non state actors like jaish e Muhammad and JUD or RSS shiv sena to be taken on board while developing consensus development to work for peace
4 this issue must be addressed at foreign secretary level talks between pak and india where both country should also agree for peaceful solution of J&K according to resolution of UN
5 beside UN Peace keeping troops must be deployed to bring neutrality on both sides of border
2 SOCIAL CONSTRAINTS
1if negotiations held properly then issues like
Lack of People to people contact constrainted opinions
Lack of Cultural exchange promoted intolerance
Lack of Appreciation and encouragment of individuals who are working for progress of peace constrainted talent
Only problem is that the question demanded "Composite dialogue" not comprehensive dialogue.

saudi arabia iran conflict-how do we see it

on political grounds
relation between saudi arabia and iran facing political tensions
Reasons
the long standing religious rivalry being Shi'ites and Sunnis states that reflect in political scenario
these religious strife is deteriorating relations between two countries exhibited through proxy wars
In poor countries like Syria Iraq and Yemen
for example in Yemen the houthis uprisings in 2014 alleged to be backed by Iran.the recent execution of Shiite clergy Al NIMER in Saudi Arabia who had been alleged in hatching conspiracies.similarly the rise of ISIS in Iraq too became political and military battlefield between two countries that lead to high tension military and political stand off.similarly instigating remarks of Iran and Saudi Arabia too deteriorating relation for example recently Iran satirical remarks about Saudi Arabia saying that they dont have courage to send ground troops to syria
the 34 nation military coalition excluding Iran too will escalate tensions
2 what Pakistan must do?
* though peace negotiations made by Pakistan as a goodwill gesture by reconciliation but still neutrality is best solution
* this neutrality can be maintained military while moral support must be given to these countries as a suriety to make sure that these two countries will maintain tolerant approach towards Pakistan religious matters
* active participation must be made through genuine political will with sincerity to address all kinds greviences issues matters trilaterally where areas of co operation needed to be focused
* of course it would require time as dust take time to settle but by addressing all issues trilaterally will help indeed making situation better in poor countries like Iraq Syria and Yemen
