FEDERAL PUBLIC SERVICE COMMISSION
COMPETITIVE EXAMINATION - 2017
FOR RECRUITMENT TO POST IN BS - 17
UNDER THE FEDERAL GOVERNMENT

POLITICAL SCIENCE, PAPER - I


TIME ALLOWED: THREE HOURS
PART - I (MCQs): MAXIMUM 30 MINUTES
PART - I (MCQs): MAXIMUM MARKS = 20
PART - II MAXIMUM MARKS = 80

NOTE:
(i) Part - II is to be attempted on the separate Answer Book.
(ii) Attempt ONLY FOUR questions from PART - II. ALL questions carry EQUAL marks.
(iii) All the parts (if any) of each Question must be attempted at one place instead of at different places.
(iv) Candidate must write Q. No. in the Answer Book in Accordance with Q. No. in the Q. Paper.
(v) No Page / Space be left blank between the answers. All the blank pages of Answer Book must be crossed.
(iv) Extra attempt of any question or any part of the attempted question will not be considered.

PART - II

SECTION - I

Q. 2 Compare and contrast the different political philosophies of Hobbes and Locke. How are these philosophies implemented in present day political systems and policy making?

Q. 3 According to Marx "the mode of production in material life determines the general character of social, political and spiritual process in life". Elucidate.

Q. 4 Discuss the upward and downward development of state, rulers and ruled in the socio-political thought of Ibn Khaldun.

SECTION - II

Q. 5 What is the Islamic concept of State? Identify issues and challenges to the Islamic concept of state in the modern times.

Q. 6 What characteristics of society leads to adoption of federal form of government? How it can function successfully?

Q. 7 Compare and contrast the differing roles played by political parties and interest groups in making public policy?

Q. 8 What is Fascism and why it is considered to be the child of first half of 20th century events to place in Europe?

Q. 6 Discuss the Major issues during the constitutional making process in Pakistan in 1956, 1962 and 1973.

Q. 7 How far do you agree that the Political Parties and Interest Groups have established and demolished the political system of Pakistan? Critically analyze.

Q. 8 Write comprehensive notes on the following:
(a) Foreign policy making process in Pakistan.
(b) Global Civil Society

IR paper I is the most difficult, IR II paper is moderate. Whereas, Political Science I paper is a bit tough but its paper II seems very easy. But I think both are lying in the same parameter. Plz share mcqs

IR was a paper of professionals. Too qualitative, lot of variables in a statement that too recent most. Political science is letting you build your arguments in above paper. IR was asking for multiple discourse in a single statement; relating events, analysis, recommendations. That made it too lengthy. However, as far as MCQs are concerned we got easy in the Paper 1 and tougher in 2nd.

Well .. Political science has always been a love though i am not MA inPol Science yet these papers are really easy ...Last time i managed to score a disappointing 125 but this time i am hopefull..And the good thing is i have got 37 correct mcqs...Paper trend has changed for every subject..I think crammers have no place now at least in civil services ...

And that has always been an unfaithful partner. Political Science is a better choice for pleasure reading and understanding of the state's system but not fit to be opted for fetching good marks while you're in a competition. I was M Phil in Political Science (CE 2013) and I could secure only 140, and that's my top score during the span of my career as a candidate for CSS (3 times)+PMS (2 times). IR is a bit simple in comparison to Political Science with somewhat short syllabus making it an agreeable option for candidates. And don't say that crammers are done as they still have an edge-this Reformed CSS Syllabi thing is just a claim! Crammers are gonna ace it again. Wishing you luck!
