That is okay. I did the same. Although I did not mention the water issue. That too is okay if you have mentioned it in the context of inter-provincial grievances. Basically, the question was about the ways to unite our nation, as you mentioned.

Yes, other causes are relevant and more than enough to justify the answer but this is a open question and many issues can be discussed in it. Everyone has solved according to their own knowledge. Water issue specially dam related is totally relevant since it challenges integrity of Pakistan. Provinces have different stances and their own interests on that issue. Electricity shortage is issue of Pakistan but it does not challenge integrity. It is useless to debate what is useless and what is useful. Let examiner be the judge of that.

Water issue in the context of distribution of water to the province and kala bagh n other dams also
It is cause of national disintegration

Question of National Integration:

It can be obtained by:

1. Celebrating Cultural Diversity of Pakistan (Our diverse culture reflects unity in diversity; excerpt from Pakistan Beyond the Crisis Stae by Maleeha Lodhi)

2. Giving major regional languages the status of national language (Punjabi, Sindhi, Balochi, Pashtuns etc. just the way India has done; should learn from East Pakistan episode as their one major grievance was non declaration of Bengali as a national language)

3. By promoting inclusive Muslim Nationalism in its true spirit as Pakistan was created in the name of Islam

4. By curbing menace of sectarianism in letter and spirit

5. Creating more provinces on administrative grounds (not on linguistic or ethnic basis) to alleviate the concerns of ignored areas against major provinces.

6. Democracy in its true spirit that can ensure representation from all units of the federation.

7. Say no to Dictatorial regimes (Balochistan's uprising after Akbar Bugti's assasination and East Pakistan separation, sectarianism are the fruits of non-democratic regimes)

8. Just distribution of economic resources between centre and provinces according to 1973 constitution (to alleviate KPK and Balochistan concerns)

9. By shunning provincialism in the light of Quaid's speech (From now ownwards Punjabi ceased to be Punjabis, Balochis ceased to be Balochis ......., we all are Pakistani now)

I attempted this way. I think what they require is the solution for national integration, no need to mention problems.
