Don't worry & Good luck!
i respect the opinion of Usman but here is an implication of the importance of the title, if your title is appropriate or say near to perfection than it will have impact on the mind of the examiner as he will evaluate the precis with the frame of mind that candidate has got the essence of passage from very first phrase(Title i mean), so Title does matter not in temrs of how much marks it yields but the overall importance of the precis...

This time composition was easy but one thing is complicated, they specifically said that use your own wording, but terms used in the passage were so complicated & specific to the passage that they can't be changed. Please comment

well once you get the sense or say grasp the idea of what is being said then i think for a CSS aspirant(it is expected that a person appearing in such a prestigious exam won't find it difficult to reproduce something in his own words) must do what is required to be done. it is all about having expertise at comprehending things...that's it....

You are given a margin of somewhat 10 words to exceed than the one third of the original words. But it is quite evident that you have crossed the barrier a bit far.
It does have dire effects on the marks.
Hope you've solved the rest of the paper well.

Dear!

It is simple that the examiner would not be counting on the words of the precis. What he/she would be checking is the matter written and the manner in which you presented the precis. Some people write congested words, while others use the available space lavishly. All depends upon what the impression the examiner gets through your title and the text of your precis in your own words.

Regards,
