anticorruption measures

1. [B]legislate to ensure security of tenure of cops [/B] (considering DG Tariq khosa (Pak steel Mills), Zafar qureshi (NICL scam),hussain asghar ( Hajj scam) all were transfered..investigation suffered..
2.[B] Witness protection program[/B] ( otherwise ppl would continue to hesitate or backtrack, fearing repercussions)
3. [B]end of constitutional immunity[/B] (separate laws for the poor and the powerful?! and then we call pakistan [I]islamic[/I] republic?...even pious caliphs were hauled to court by common ppl)
4.[B]capital punnishment for corruption[/B] (like its there in china)

Institutes are politicized they should be set free of any feudal or foul political influences.
Postings of officials , transfers , their perks and privileges need to be granted on the legal assessment of their professional records. No special or graceful promotions. There should be a fixed period and defined procedures for this purpose.
Summary of such actions should be taken to President, prime minister and Chief Justice of Pakistan for their critical reviews each time. There should be established review commissions on ad hock basis to ensure the transparency.

2. Hundreds of audits are carried out by audit teams which find no corruption because such teams get involved by themselves. Cheap auditing encourages the corrupt people to go ahead with no worries.
Institution of audit needs to be audited ITSELF ONCE A YEAR. There must be written records of each audit in their offices.
An independent audit team should be structured for which the world class professionals should be hired. Say from China, England, America or any other hi profile firms across the world.
Criminals as per the findings of such team should be subjected to sever actions by the court so as to set precedents for future.
National, provincial and local audit departments should be established on new and competent pattern and audit department must be autonomous.. directly accountable to parliament and Chief justice … no minister or any bureaucrat…

3. FPSC and NTS are popular for their creditability in masses… Employment, admissions, scholarships and other exams for key benefits should be held by them.
Provincial Public Service Commissions should be headed by nationally reputable officer like Bhagwandas. Who should come by qualifying the predefined test. And not by the recommendation of any minister or stuff like that.

4. Influence of feudalism is also one of the causes of corruption in the country. Feudal lords exploit human resources for their royal needs in their farms and villages.. Even district officers like DPO, MS(Health), EDO(education),(WAPDA) or The chief DCO… are appointed and transferred as per the wishes of renowned jageerdars of that area.
The honest officers if not conceding to them are threatened to death too.
These steps encourage corruption in society.. Land reforms are mandatory to counter the vague force of feudalism.

5. Development programs and infra structure work and all the relevant contracts should be given to FWO or other foreign engineers. Local contractors are consuming the whole budget for their cheap work. Works and services, Municipal committee , Local govt; department grant these contracts to heart favorite people who grant them back due share in the bill. From clerk to the chief every one is given share in the budget of such development works.

6. There is no reaction from the masses against corruption because responsible institutes which file the complaints of public are visibly corrupt themselves… Anti corruption department, its work is note worthy, as it operates against those who do not reconcile with the personal demands of circle officers. The corrupt people share their corruption here. And the honest pay for their honesty.
Look at the performance of NAB…… you’d find a number of embezzlement cases traced out by NAB during musharif Regime which are now compromised ….
Many of Investigation Officers of NAB are in Jail convicted for their indulgence in corrupt activites. From district to the provincial and national level the heads of these departments should be appointed on merit and as per their performance. New enthusiastic blood should be brought into mainstream.

7. Factories, Flour mills , commerce and top class trading units are paying a good amount for dysfunctioning .. say Wheat and rice crops are purchased from farmers at lower and cheaper rates. And later, on the demand of these traders Government announces new rates for these products. As a result a marginal benefit goes to the credit of such units and deprives the peasantry of its due share while the disequilibrium develops in society. These practices need an immediate notice either.[/B]

Behna! You know water is going back from the shores of Pakistan due to Climate change? And currently it's a hot debate that Pakistan may claim the nautical miles gained by such change, as according to International sea Law the Exclusive Economic Zone is claimed from the baseline which is where the water of sea comes. If it is moving back, it means Pakistan is gaining Waters.

The water conflict was a very tricky question. You had to relate the effect of climate change on watersheds of all 5 rivers analysing the annual/seasonal flows. Then you had to comment on effect of Indian dams on ecology of the area. Terms like minimum ecological flow etc had to be used. I remember India altered the design of a couple of their dams due to ecological and climatic reasons when we protested in front of ICA. It was the only difficult question and rest were quite easy and unexpected
