Please go back to the question and read carefully, it states that 'first mosque built after migration to Madina' so 'after' means when migration was completed. Masjid e Quba was built during migration to Madina. Hope it helps.

Quba is a place between Mecca and Madina. Hazrat Muhammad PBUH stayed for sometime at Quba during migration from Mecca to Madina. During this short stay, during migration to Madina, Prophet PBUH laid foundation stone of Masjid e Quba. And when the Prophet PBUH reached Madina, foundation stone of Majid e Nabvi was laid down.
