Q. No. 2. (a) Define public policy and state its significance.
(b) Discuss the role of planning commission in policy and planning.

Q. No. 3. Do you support the representation public opinion information diffusion in the public policy-making process? Support your answer with valid justification in the context of policy advocacy.

Q. No. 4. Draw a clear demarcation between policy analysis and policy advocacy.

Q. No. 5. Discuss policy formation and implementation issues in Pakistan.

Q. No. 6. Define Global Governance. Discuss its significance and explain the emergent need of growing interdependence between international states in global context.

Q. No. 7. Explain following categories of public policies.
(a) Sustantive and Procedural policies.
(b) distributive, regulatory, self regulatory and redistributive policies.

Q. No. 8. Write short notes on the following:
(a) Role of active citizens in community engagement and governance
(b) The stigma of corruption and the decline of good governance in
Pakistan

Brother there is reason.they are making master the minimum education.here required master level skill to pass same is case with css.that required thorough reseach and observation.nothing is easy!!!

It was highly skewed. There were a total of 11 heads in the syllabus. Out of those 11 heads, the examiner made the entire subjective exam from only 2 heads - 5 questions from one topic and 2 from another.

Secondly, one of the questions regarding governance was out of course. I am sure the examiner (assuming that he is the paper-setter) wasn't the guy who set the new syllabus. The paper setter seemed to be a public policy guy, who was asked to make the paper at the eleventh hour. Obviously, he didn't see the syllabus.

PS: You do not need Master's education to qualify this exam.

I totally agree with gintino. The paper was highly asymmetrical. There are 11 heads in the syllabus. In the paper, there were 3.5 questions from one head (half the paper), and the rest half only covered 3 heads out of 10. And one whole question (Q.6) of 20 marks was completely out of syllabus.

We pray and hope that FPSC deliberately keeps marking criteria relaxed. Else, this will clearly be unjust penalization of candidates. The paper was not tough per se (for someone who had covered the policy area well, it was easy), but the relaxation should be provided because a particular portion was wholly out of syllabus and because the exam was designed irrationally. Because the subject is a new introduction in the Revised Syllabus, it is hoped that the checking will be flexible.

P.S. A person could cover 7 out of 11 heads and could still end up not knowing a single question out of the whole subjective paper. It seemed more like a "Public Policy" exam, rather than an exam of "Governance and Public Policies".

The paper seems easy to me.The topics of the questions 2nd,5th and 8th are straight from the syllabus outline for the subject by fpsc,without any alteration.The topic distribution in paper also seems fair somewhat as the major chunk of syllabus in the outline is pertaining to policy.Only 1st,2nd,3rd sections entail major syllabus for governance study,the rest just two topics for governance are mentioned in 10th and 11th section.Almost 65% of syllabus from outline seems to be from policy.Q.6 on global governance might also be possibly attempted as ‘globalization‘ is much prepared as essay topic and is also a frequently seen in I.R.The topic 5 in essay paper this year was also all on governance,this might have also supported the gpp candidates.
