QUBA was built in MADINA after His (SAW) arrival. The place was called QUBA where the mosque was built, hence Mosque Quba.

Tafseer bil rai is interpretation of Quran through reasoning. Ijtihad is the answer.
Illat is 'common' underlying cause'. None of these.

Mosque Quba was built during the Hijrah in the way towards Madina, It is outside madina and built while migrating. The Question was about the first mosque built after Migration the first thing Holy Prophet decided was to build Mosque Nabvi..
