Technically, Britain is still a member of the EU until article 50 of Lisbon Treaty is triggered.

In Wikipedia and EU website, the members are still 28. It means 28/is correct. If had any member Brexit, there would have mentioned 27 members.

28 is the correct answer.
UK is still part of EU as it hasn't invoked article 50 of Lisbon Treaty yet. Moreover, getting out of EU will take almost 2 years.
