History of USA Paper 2006

Once the Congress of the Confederation received word of New Hampshire's ratification, it set a timetable for the start of operations under the new Constitution, and on March 4, 1789, the government began operations.

You are confusing Ratification and operation with adoption. It was adopted in 1787, followed by ratification in 1788 and it started operating in 1789.

in 1774 the US had not even declared independence. so that was not the capital. it was just the centre of operation of the continental congress
