The importance of the problem would seem to be sufficiently obvious. But politicians know that the subject is unpopular. The unborn have no votes. Employers like a surplus of labour, which can be drawn upon when trade is good. Militarists want as much food for powder as they can get. Revolutionists instinctively oppose any real remedy for social evils; they know that every unwanted child is a potential insurgent. All three can appeal to a quasi-religious prejudice, resting apparently on the ancient theory of natural rights, which were supposed to include the right of unlimited procreation. This objection is now chiefly urged by celibate or childless priests; but it is held with such fanatical vehemence that the fear of losing the votes which they control is a welcome excuse for the baser sort of politician to shelve the subject as inopportune. The Socialist calculation is probably erroneous; for experience has shown that it is aspiration, not desperation, that makes revolutions.
Ans:
No attention is given to population growth. Its rational regulation is necessary. Ways of survival of people are not adjusted. Increase in population affects life style. It also increases crime in society. When increase in population starts, life standards decrease. Birth rate is higher than that of death. Therefore, natural recourses are last. With the increase in population, number of uncivilized persons also increases. This issue is important. But, it is not familiar among politicians due to the reason that their support will decrease. Population growth creates many social problems. Unemployment increases. Didnt any of you feel that the given passage was also connected to sociology.
However, my title was;

The precis paragraph refers to the population question being an important area of study of sociology but nothing more than that.
So in my opinion sociology has to be mentioned in precis but has no relevance to the actual title that one opts for. Secondly, a title is primarily concerned with what the reader is reading. Therefore, inorder to suggest a suitable title the reader must question himself "What am i reading about ? ". This method will allow him to come up with a suitable title.

Dear!
Your opinion seems to be in contradiction to what you are stating, because you admitted that sociology is an important point the passage.
Secondly, i would suggest you to reconsider the actual passage given in the paper to be precised. Its opening four lines emphasize clearly on sociology. Also in the concluding lines the writer once again emphasized sociology.
I hope you got my point.

Like Mr. Arsalan I also thought that the term "sociology" had to be fit somewhere in the title of precis. That's why my title was
"Natural Selection a myth of Sociology"

Although this does seem like a sociological text but it is not necessary to include the word "sociology" in the title. All this text says is that population control seems to be neglected by all societal stakeholders for their selfish reasons despite of it being an extremely important matter. I don't remember the title I wrote in the paper but any title that points towards the should have been sufficient (in my humble opinion of course).

May be you are watching it from a different perspective and may be im wrong. What I thought that it was a tricky precis. The whole idea was revolving around overpopulation, sociology, hazards of overpopulation, neglecting an alarming issue of population for own interests. So obiously the title had to do something with both population and its sociological aspect.

Sociology is study of society. Population Explosion is one of the social issues. Many other issues we come across in our daily lives are social issues. Therefore, it is understood that the given passage talks about some social issue for which one may or may not mention the word 'sociology' in the title. However, even if it is not included it doesn't make the title bad due to the fact which is understood that we are talking w.r.t social context. There may not be any fixed title to the passage or there may be as many titles as the no. of candidates!

IT is in first sentence that qualitative & quantitative control are imperative.
Please comment, I am worried about my paper, only week paper in CE-2012

To me, there is no issue in this title. Title only cannot be the yardstick to pass or fail the paper as it is of 5 marks only. Any proper title may get you 2 or 3 marks so it doesn't make much difference.
